A city-led pathway to expand contraceptive choice with digital accountability.
The Bloomberg Philanthropies Mayor’s Challenge invites cities worldwide to propose bold, evidence-driven ideas that improve urban life. Benin City’s entry focuses on closing gaps in access to quality family planning through mobile service points, community mobilisation, and a digital platform — CONTRAconnect — that links supply, service delivery, and learning.
Programme support is advanced through partnerships aligned with the Mayor’s Challenge ecosystem and United Nations Development Programme (UNDP) collaboration with city and national stakeholders, strengthening local systems rather than parallel structures.
Objectives include: (1) increase informed uptake of modern contraception via mobile kiosks and parent PHC linkages; (2) prevent stock-outs with predictive inventory and redistribution; (3) generate real-time learning on method mix, refusal reasons, and unit costs; and (4) equip city leaders with dashboards for adaptive management.
For Edo State and Nigeria, the model demonstrates how city-led innovation can reduce unmet need, improve commodity security, create accountable digital footprints for quality of care, and offer a replicable blueprint for other LGAs — advancing reproductive health, gender equity, and data-driven governance.
